Part 2 Adams 1st loan

1. Adams first loans came from the original Huntington USDA grant; therefore, Huntington guidelines were to be applied to all of those unless Adams failed to submit a written change to the 98-99 scope of work. See Item 16 PROGRAMMATIC CHANGES
2. The Fudge Factory (Jim Grant)was the 1st Adams loan Feb 09. It includes the following issues:

Adams appeared to have acted alone in approving the loans. There is no record of loan committee meetings or contact. Records of contact begin June 29th '09 but do not relate to Fudge Factory loan #1 and don't involve any committee members. There are no contact records for loan #2 as well.

3. Is Adams program like EDP (MIDCOR) where is the loan fees sources of funding to cover administrative fees?
4. proof of denial on loan
5. cant use loan for personal gain, grant-adams business partnership.
6. loan application, credit history, scope of work etc.
7. is it a crime- Official Misconduct
8. description of services - must attend class
