Answers to a few questions:
A continuing series on the questionable Madison Micro Loans.

(opinion) It appears that all involved were in on the scam. The exhibits presented below will lay out who was involved and that they KNEW the rules.

The documents provided so far in the past few weeks about the Micro Loans is sound evidence for the Prosecutor or the States Attorney to have probable cause to indict a few people or at least call a Grand Jury.

1. Did Dave Adams act alone - if not who else knew about what was going on regarding the USDA micro loans?
See Exhibit A- fax from Linda Wood to Jan in the Clerk Treasurers office.
See Exhibit B- letter of support from EDP Directory Corey Murphy.

2. What difference does it make if Adams or any loan committee member from either EDPs program or the USDA program helped a friend or family member?
See Exhibit C- Assurances- item 3 for instructions on avoiding conflict of interest (in order to get federal grants- our community must "assure" the money will not even give the appearance of being used for personal gain)

3. How can anyone be sure that the people in charge of the loans knew what they were doing wasn't right or illegal or unethical?
See Exhibit D- Application for Federal Assistance sf424
Review other documents- you will find repeated references to "certifying" and "assuring" the information on grant application and loan documents is accurate. In several places there are references to misleading and or false claims. Be sure to review signatures on Exhibit F and G

4. How does the State of Indiana define official misconduct and conflict of interest?
See Exhibit E - Indiana Code of Misconduct-conflict of interest IC 35-44-1-2 and IC 35-44-1-3 .
