Summary of public records documents regarding elected official Dave Adams. Only public records are included in the attachments. They are provided with the intent to inform the people, inspire discussion and ignite change for the better of our community.

According to the documents:
So many things are wrong and some things appear illegal with Dave Adam's USDA loan program. There are 6 separate set of documents with a total of 31 exhibits. All of these are public record. A few have been reviewed before, but now things are starting to tie together and it doesn't look good.

It seems like there are serious problems with Adams program. Like before there are no documents that indicate that he had approval by a loan committee to move forward with the Ohio Theater loan. Why didn't the request by the Ohio Theater match what Adams sent to the Federal government (USDA)? In addition it looks like he wrote a check to the Ohio Theater before he had permission to do so by city council or board of public works. It also looks like he may have intentionally misled city council, the board of public works and the public about many issues.

By the dates on his actual Ohio Theater USDA loan request and an email saying he was ready to "draw-down" from the USDA- it looks as if the USDA hadn't even approved the loan before he gave a check to the Ohio Theater. There is a question about where all the money for the Ohio Theater loan came from since the USDA had not sent funding, nor was there enough money in the micro loan account to cover the total 25 thousand. If there wasn't where did Adams take the money from and has it been paid back? Adams is an independently elected city official. That means he doesn't work for the mayor and the mayor has no supervisory abilities when it comes to the clerk treasurer. Its sort of like saying the mayor can't supervise county commissioners. It's common sense. But the mayor found a way to prevent Adams from continuing putting citizens and the city at risk. He suspended all revolving loan programs. The mayor also made sure the city had a signed mortgage document but that was 2 full months after Adams had already given the loan. City council has only "talked" about doing something to help out. The mayor is the one who asked for the program to be "looked into"-but where do we go from here?

It seems pretty clear Adams violated the city's USDA contract on several key points. It seems clear that he misrepresented many things. It even looks like Adams may have committed several crimes. He isn't going to run for re election- but is that enough? Where do things stand at this time? Should law enforcement be asked to investigate?
