Comments: Perhaps Mr. Kellems can address the transparency issues with the RDA Board’s approval process of the Madison Coal Property Housing Project. Mr. Kellems is Jefferson County’s representative on the RDA Board.
The READI Regional Development Authority (RDA) scored the application the City of Madison submitted before the July 12, 2024, deadline for submissions, and selected it to receive two million dollars in READI funds. The application stated the project was for 65 market rate and low-income units with an average monthly rent of $1,000.00. The total cost of the project was stated to be 35 million dollars, 30 million from the developer and 5 million in public funds.
Based on the financial information provided in the application the project was not financially feasible. The proposed monthly rental income of $1,000.00 per unit would provide a maximum of 65 thousand dollars. This amount less than one third of the amount required to support the debt service or generate a minimal return on a 30 million investment. The application should have been a nonstarter.
It appears the City of Madison and/or the developer also concluded the project they submitted was not financially feasible because, after the scoring and list of projects to advance were approved, they submitted a “Project Addendum” to RDA.
The project described in the addendum is drastically different from the project the RDA scored. It was changed to new market-rate, Class-A building with 52 1BR and 2BR apartments, with an extraordinary amenity package consisting of a work-from-home lounge, an indoor/outdoor resident cafe, indoor bike storage, pet spa, and riverfront plaza. The addendum states the residents will have an average income of $100,000 and the total project cost is now 12.7 million dollars.
The City of Madison has been clear, it is their intention to use the 2 million in READI funds for the project described in the “Project Addendum”, not the project the RDA based their scoring on. I have carefully reviewed all of the RDA’s board minutes for meetings held in 2024 and 2025. There is no record in the minutes of the RDA even considering the “Project Addendum” let alone approving the use of the 2 million in READI funds for the project described in the addendum.
It is obvious the scoring for Madison Coal Property Housing project would have been much lower for 12.7-million-dollar project requesting 2 million in READI funds than the 35-million-dollar project requesting 2 million. In addition, the project changed from providing market rate and low-income housing to one providing luxury apartments for high income residents. I understand increasing housing is a goal for the use of READI funds. However, I have difficulty accepting using READI funds to increase housing by building luxury apartments in a floodplain for high income residents is a proper goal for the use of the funds.
In addition, the practice of allowing an applicant to submit a financially unfeasible project, so it will score higher, then allowing the applicant to drastically change the scope and nature of project after it is scored appears to be detrimental to the other applicants, and the overall READI initiative.

Comments: The booking pictures should have a fixed focal point and the height chart background. At the very least as a standard not to be deviated from. In fact, it should be all states mandated setup so everything is uniform. It's not hard. Like the BMV photos are all uniform across states.

Comments: I am a connoisseur of online jail inmate rosters. Jefferson County has one of the best sites around, but I'm not a fan of the liberties taken by the staff as of late. First, the latitudinal height marker must return. The plain wall background simply isn't proper for a mugshot. If these images migrate throughout the internet, or are otherwise published by the media, how is the viewer supposed to instantly recognize they are looking at a detainee if there is no latitudinal height marker?
Second, the zoom is all over the place. Some inmates appear from chin-up, others from waist-up, and the norm seems to be bustline to tips of the head hair filling the frame. This has to be standardized. The rule should be "nips to tips." There, easy to remember. Per usual, every good rule should have an exception to prove it, as does this one: "If it be a novelty T you see, don't waste the waist."
Imagine, here comes Melvin Methmouth's mug on the roster, and there's a great setup right below his chin...and no punchline because of a lackadaisical jail photographer. What a waste, but not if you snap that pic from the waist-up.
But please, if nothing else, bring back the latitudinal height marker. I could understand if you never had one. But to have one and stop using it? Why? Is there a story? Did an inmate somehow destroy the latitudinal height marker? You might not consider this part of your job as I do, but you are producing and publishing art! I do hope you consider yourselves artists and look at your craft with a new focus!

Comments: Unfortunately I don't think we'll ever know the truth about the Scudder situation. MPD and the City will cover their tracks the best they can. When they get sued by KD, which I know they'll get sued big time, they'll settle out of court and probably make everyone involved sign a NDA. We will never know the truth.

Comments: If what is being said about John Wallace returning to the MPD as the Chief is true, then I think the Mayor needs to reevaluate his hiring practices. Nothing against Wallace, but you can't keep hiring the same people for the position and expect different results. As I recall there were many negative posts on this site concerning Wallace when he was Chief last time. The posts here should not be used to disqualify anyone, but may be an indicator that change should be considered for the Department. Perhaps it's time to bring in someone (a woman maybe?) from the outside with no preconceived ideas of the department or personnel There is always room for improvement and change in any police department. Maybe it's time for a change.

I dont concern myself with what happens on the ugliest/dirtiest river in the USA.

I do however, want to know, what is happening with the Chief of Police.
I literally watched an elderly woman overdose on the sidewalk in front of the public rest rooms on main street and a group of 20 Amish walk by on the sidewalk to see it.
What the F is happening in this cITY (county), TODAY???
I do however, want to know why there are 3 potholes in between mcdonalds/gas station in hanover.

Comments: I was told MPD tried to sneak Scudder out the back door for allegations of perjury, evidence/witness tampering, police misconduct, conduct unbecoming, adultry and some forgery or a breach of contract of some kind. Some David guy caught wind and blew it up. Don’t expect any public announcement of any kind from the MPD about Scudders departure.I was told MPD is fully aware David is going to publicly disgrace that man if they do. Scudders just milking any PTO, FMLA, and admin leave he can. I don’t know who David is but it appears his foot is so far up Scudders * * * that the whole departments breath stinks.
